Blockchains and distributed ledger technology promises trusted and immutable records in a wide variety of use cases involving recordkeeping, including real estate and healthcare. This paper presents a novel framework for evaluating the capability of innovative blockchain-based systems to deliver trustworthy recordkeeping based on archival science-an ancient science aimed at the long-term preservation of authentic records.
Dr. Victoria Lemieux is Sauder School of Business Distinguished Research Scholar, Associate Professor of Archival Science at the University of British Columbia, and founder and lead of the Blockchain@ UBC research and education cluster. She has held senior positions as a professional archivist and records manager within the public sector, as a Vice-President responsible for information governance and IT Security for a global investment bank, in higher education as a senior administrator and educator, and at the World Bank as a Senior Public Sector Specialist. She has also consulted for the United Nations, the Commonwealth Secretariat, and the Inter-American Development Bank and has collaborated on research projects with the US Treasury, Office of Financial Research. Her current research is focused on risk to the availability of trustworthy records, in particular in financial contexts, and how these risks impact upon transparency, financial stability, public accountability and human rights.

Biography
Dr. Victoria Lemieux is an associate professor of archival science at the iSchool and lead of the Blockchain research cluster, Blockchain@UBC, at the University of British Columbia – Canada’s largest and most diverse research cluster devoted to blockchain technology. Her current research is focused on risk to the availability of trustworthy records, in particular in blockchain record keeping systems, and how these risks impact upon transparency, financial stability, public accountability and human rights. Lemieux has organized two summer institutes for Blockchain@UBC to provide training in blockchain and distributed ledger technologies for undergraduate and graduate students from across UBC. She holds a doctorate from University College London (Archival Studies, 2002), and has been a Certified Information Systems Security Professional (CISSP) since 2005.
Lemieux has received many awards for her professional work and research, including the 2015 Emmett Leahy Award for outstanding contributions to the field of records management, a 2015 World Bank Big Data Innovation Award, and both a 2016 Emerald Literati Award and 2018 Britt Literary Award for her research on blockchain technology. She is also a faculty associate at multiple units within UBC, including the Peter Wall Institute for Advanced Studies, Sauder School of Business, and the Institute for Computers, Information and Cognitive Systems.
