Biography

Joy Hulton has almost 30 years’ experience in employment and labour law, labour relations, and public sector leadership. She began her career with Osler Hoskin & Harcourt in 1991 as a student and associate lawyer representing public and private sector employers in a wide variety of labour and employment matters. She joined York Region in 1997 as Director, Employment & Labour Law and was appointed Regional Solicitor in 2004. In 2014, in addition to being Regional Solicitor, Hulton was appointed Commissioner of Legal & Court Services. During her career with York Region, she spent many years as lead negotiator for York Regional Police Services Board and remained active in all areas of employment law, collective bargaining, and labour relations. After a long and rewarding career in the public service, Hulton now uses her experience and expertise to support healthier, productive, and successful workplaces in the public and private sectors. She is a member in good standing of Law Society of Ontario, the Ontario Bar Association ADR Section, and the ADR Institute of Ontario.
